Founder & CEO

Ben is the Founder and CEO of TCA Estimating, established to support builders and subcontractors in balancing accurate pricing with on-site delivery demands. Drawing on experience with major builders, he identified an opportunity to drive meaningful improvement across the construction industry.

Ben’s strategic mindset, critical thinking, and unwavering commitment to quality have been instrumental in TCA’s ongoing success, underpinning its reputation for delivering accurate, high quality outcomes and exceptional client service.

Jess Blakesley

Managing Director

Jess is a transformative leader with over 20 years’ experience in advertising, client management, and building successful businesses. She works closely with the Executive Leadership Team to drive the strategic planning and sustainable growth of TCA.

With a keen eye for both big picture strategy and operational detail, Jess is actively involved in client service and day to day operations, partnering closely with team members to deliver consistent, high quality outcomes. 

Leon Cui

Chief Operating Officer

Leon brings a hands-on, people-first approach to leading operations and driving performance across the business. With extensive Quantity Surveying experience, he oversees a team of 80+ professionals, combining strategic oversight with practical leadership.

Working closely with estimating, client service, traffic management, and senior leadership, Leon ensures efficient operations aligned with TCA’s high standards. A natural collaborator, he plays a key role in strategic planning and process improvement, continually enhancing productivity, consistency, and client outcomes.

Phoebe Yuan

Quality Assurance & Client Service Manager

Phoebe brings extensive Quantity Surveying experience to her role leading Quality Assurance and Client Service at TCA. She oversees a team of 80+ estimators, ensuring technical accuracy, consistency, and an outstanding client experience.

Responsible for upholding TCA’s highest quality standards, Phoebe conducts detailed reviews and manages clear, proactive communication from initial engagement through to project delivery. With a strong grasp of the time, budget, and scope pressures clients face, she is a trusted point of contact who anticipates challenges and provides practical solutions.

Our Process

  1. Email us your project drawings / documents (projects@tcaestimating.com.au).
  2. We’ll send back a fixed price fee proposal and lead time. 
  3. We’ll issue the estimate/takeoff with a set of marked up drawings and any other extras requested. 
  4. We catch up to run you through everything and answer any queries you may have.
